NETHIPS secured grant from World Vision International Sierra Leone for the implementation of the “Global Fund Grant Cycle – 7 on HIV/AIDS, Tuberculosis, Malaria and Resilient and Sustainable Systems for Health” in the nation of Sierra Leone by the Global Fund for three years (July 1, 2024 to June 30, 2027). We will implement the Community-Led Monitoring (CLM) component of the project in twelve districts as shown in the table below.

Community-led monitoring (CLM) is a system of community-developed and community-owned data collection and monitoring at the site of service delivery that leads to the implementation of solutions to respond to the evidence that communities have collected. 

NETHIPS will be implementing the CLM as a team of People Living with HIV (PLHIV) otherwise known as Recipients of Care (RoC), Key Population groups, members of the TB community and Malaria community.

The main objective is to improve the overall quality of HIV, TB, Malaria and other health services for people living with HIV, members of key populations, and other public healthcare users. The evidence is used for targeted advocacy.

NETHIPS will use existing structures to implement the project which includes Community-Led Monitors, Supervisors and the Community Consultative Group (CCG). The Community-Led Monitors   will directly collect data from service users exiting health facilities using both quantitative and qualitative tools.

The Community Monitor will be supervised by the District Supervisors to ensure the overall functioning of the CLM project across the designated sites.

The following criteria will be used to identify/select Community-Led Monitors for the project.

Community-Led Monitors (Data Collectors)

1. Lives with HIV, a member of any of the Key Populations groups (LGBTQI+, FSW, PWID), or a TB Survivor.
2. Have a good level of literacy – can comfortably read, write and speak English up to the level of Basic Education Certificate Examinations (BECE), Certificate, etc.
3. Has experience in data collection (desirable)
4. Resides in the district where data is collected
5. Familiar with locations of health facilities in the district
6. Fluently speaks the local languages commonly used in their district of residence
7. Available and flexible to respond to work demands when necessary.
8. Evidence of affiliation with NETHIPS or CISMAT and/or one of the Key Populations CSO
